1. The learner plays an active role in learning ( the centrality of learners)
In Open Learning Environments, learners actively construct the meaning, which embodies constructivist theory.
External goals may be set (Externally Imposed Context or Extrnally- induced Context), but learners determine what, when, and how learning will occur based on individual needs and questions that arise while generating and testing beliefs( Hannafin, Land& Olivve,1999; Land & Hannafin,1996).
Individuals are active in the learning process. They emphasize not only assimilation but the development of meta-knowledge for both solving existing problems and generating new ones. Through experience, learners become increasingly facile with available tools and resources, and skilled in assessing how and when to employ them.
So presumably, accountability and responsibility for the learning would be increased. Intrinsically motivated, learners study the content and the materials on their own pace. Scaffolding in the learning process also increases the responsibility for learning.
***Web 2.0 not only provides students with a variety of tools to seek ,collect and organize information like Delicious where learners can save bookmarks and organize them with tags and share resources with other learners, but also communication tools like MSN, Youtube, etc. so that students can determine what kind of tools they should employ based on their needs.
***Bloglines, for example is very helpful tool through which learners can subscribe to blogs and websites they are interested in. Without having to go to all of the individual Web sites, learners can quickly and easily access updated material from sites. What makes bloglines important is that learners decide exactly what content is allowed. In this sense, what resources should be used and how to acheive the goal are at the learners' discretion.
